Heating Oil Tank Regulations

Heating oil tanks must be installed and maintained safely. The rules are designed to reduce the risk of fire, leaks, spills and pollution.

For most domestic homes, oil tank rules cover where the tank is placed, how it is supported and whether it needs secondary containment, often called bunding.

Who Is Responsible for the Tank?

The property owner is usually responsible for making sure the heating oil tank is safe and suitable.

You should make sure:

  • The tank is in good condition
  • The tank is suitable for heating oil
  • The tank is installed safely
  • Deliveries can be made without risk
  • Leaks or damage are dealt with quickly
  • Any new installation is completed by a competent person

Does My Tank Need to Be Bunded?

A bunded tank has an outer layer that helps contain oil if the inner tank leaks.

Domestic tanks may need bunding depending on the risk of pollution. A bund is normally needed if the tank can hold more than 2,500 litres. It may also be needed if the tank is close to drains, watercourses or places where a leak could cause damage.

A qualified installer can carry out a risk assessment.

Where Can an Oil Tank Be Placed?

The tank must be positioned safely. This usually means considering:

  • Distance from buildings
  • Distance from boundaries
  • Nearby doors, windows and openings
  • Drains and watercourses
  • Fire risks
  • Delivery access
  • The stability of the tank base

If the tank cannot meet normal spacing requirements, fire protection may be needed.

What Should the Tank Base Be Like?

The tank should sit on a firm, level and non-combustible base. The base should fully support the tank and remain stable when the tank is full.

A poor base can make the tank unsafe.

When Should I Get Advice?

Get professional advice if:

  • Your tank is old or damaged
  • You are replacing a tank
  • You are moving a tank
  • You are installing a new tank
  • You notice leaks, cracks or oil smells
  • You are unsure if the tank meets current rules
